Woodvale Awarded $24 Million Contract for New Covington Utilities Complex

COVINGTON, GEORGIA — October 7, 2025 —

Woodvale, a leading commercial real estate developer, announced today it has been awarded the contract to build the New Covington Utilities Complex, a $24 million adaptive reuse project. The development will convert existing industrial and media buildings into a state-of-the-art office and operations hub for the city’s water, electric, and gas departments—marking a significant step forward in Covington’s infrastructure strategy.

This first-of-its-kind project exemplifies Covington’s forward-thinking approach to sustainability and urban revitalization. By reimagining and repurposing existing structures rather than pursuing ground-up construction, the city is reducing environmental impact, minimizing waste, and creating a modern, collaborative environment that enhances efficiency and interdepartmental synergy.

This project represents the third project Woodvale has completed in conjunction with the City of Covington.  Previous projects include the Alternative fuels facility off of City Pond Road and Cinelease Studios, one of the largest media campuses in the United States.

The new facility will consolidate the City of Covington’s vital utility services into a modern, efficient hub, providing upgraded workspaces and operational improvements for its employees. Construction is scheduled to begin in October 2025 with completion expected in May 2026.
